Elements in Chrome not recognized during initial run thru Control Room after BOT reboot

Hi Everyone,
I have a strange issue with chrome after BOT has been rebooted.
OS: Windows 10
BP ver: 6.4.2
Chrome ver: 78.0.3904.97

Issue: ( after a fresh reboot of the BOT)
- Chrome elements are not being recognized when run thru Control Room after a fresh REBOOT of the BOT.
- Then when stepping thru in Studio, it is able to recognize all elements and run the process quite well.
- Next when the process is run thru Control Room, it is able to recognize all elements and the process runs fine.

Question: Why does it NOT recognize elements in the website when it runs in Control Room after a fresh REBOOT of the BOT?

** Is there any connection with CACHE?
** I saw somewhere in a different thread about issues with port connection between BP and Chrome

Any help or ideas/solution will be greatly appreciated
